The Match of the Day pundit made the claim on Saturday night, after Jesus had scored twice in City's 7-2 win over Stoke to become the Premier League's top scorer.
In Murphy's eyes the Brazilian is a star in the making.
"Wonderful talent," he enthused. "He's flown back in from Brazil after scoring two goals.
"He loves scoring goals, continually in the right place at the right time. His touch is good, his balance is good, he's brave on the ball.
"He's quick, his left foot's decent, demands the ball of people.
"I mean I'd go as far as to say that he's probably the best young player I've seen since Messi."
Despite hosts Gary Linker suggesting names such as Kylian Mbappe, the former Liverpool and Fulham man was quick to back up his statement with some evidence.
"I'm not saying he's as good as Messi, but since Messi," he explained.
"I think at 19 or 20 years of age, he's absolutely sensational.
"13 goals in 15 starts, which is incredible. Already got seven form 11 for Brazil. He's keeping some unbelievable players out of that national team.
"Decision making for a young lad is what you tend to find isn't right. He always seems to makes the right decisions.
Finally, the 40-year-old ended by making a prediction that will delight City fans everywhere should it come true.
"If he stays at City he could go on to beat every record Aguero's got," he concluded.
