Lukaku was arrested on July 2 at around 8pm after five verbal warnings at a Beverly Hills home in the summer.
The striker was training with Belgium and did not appear in court in Los Angeles on Monday, but his lawyer Robert Humphreys entered a plea of not guilty on his behalf.
Lukaku has now been ordered to appear at at Los Angeles Airport Courthouse on November 21 by Commissioner Jane Godfrey.
City attorney James Eckart said after the hearing that Lukaku faces a fine and will have to pay a sum to cover the cost of the police call-outs.
